Charter of the Northern California Region of the American Society for Photogrammetry & Remote sensing
PART 1: DESCRIPTION OF CONSTITUENCY
From its 1941 Sacramento Section roots, ASPRS-Northern California Region (NCR) has grown in size and diversity of activity. The region encompasses eleven counties in northern Nevada, 42 northern California counties, and the state of Hawaii. A wealth of computer technology is centered in Silicon Valley, which is at the heart of the region. The region has suffered recently from inactivity that will soon be remedied. ASPRS-NCR plans to re-establish its organization to bring the region back to the cutting edge of the spatial sciences, focusing not only on photogrammetry, but on remote sensing and geographic information systems as well.
In order for ASPRS-NCR to re-establish its organization, it is necessary to define its vision and mission, as well as its niche among many other professional organizations. This document encompasses the Strategic Plan for the Northern California Region - a statement of who we are, what our organization plans to do, and how NCR will again make a difference in the field of technology, spatial science, and geographic information systems.
PART II: VISION STATEMENT
The NCR is committed to regain communication, disseminating information to all sectors of the membership and serving as a forum for government, private, and academic.
PART III: MISSION STATEMENT
The mission of the Northern California Region is to re-establish the advancement of knowledge and understanding of mapping sciences, and to promote the application of photogrammetry, remote sensing, and geographic information systems through its goals detailed below.
PART IV: NICHE STATEMENT
The mapping sciences in the Northern California Region focus primarily on photogrammetry, remote sensing, and geographic information systems. Moreover, the sciences are concentrated primarily in government and commercial activities, largely in the Silicon Valley, but also include a number of education and other activities, such as utilities. The NCR is committed to the establishment/filling of the following niches:
1. The NCR will facilitate the development and sharing of knowledge of new computer technologies in our region. This will help our membership anticipate new directions in the mapping sciences and advance our profession as a whole.
2. The NCR will re-establish educational outreach programs for students in grades 1-12 to raise awareness of how the mapping sciences affect and enhance our lives, and to inspire some of them to done day pursue careers in the field.
SPECIFIC MISSION GOALS:
- Re-establish the newsletter information. Determine means to lower cost and establish a web page and hardcopy for members not have web access.
- Provide a minimum of two technical meetings/sessions on various topics per year.
- Re-establish Board meetings for each month to be held at locations determined by the current board. All board members are required to attend and interested, active members are encouraged to attend.
- Re-establish student chapters and reactivate student groups.
- Contribute to the national organization and other regions Annual Meetings and National conferences.

SPECIFIC DUTIES OF WORKING GROUPS: The NCR Board will reform committees for specific attention, keeping small te number of committees, as well as, the number of members per committee. These committees may be limited to the Newsletter, Scholarship, and Business Contact and Membership Committees.
PART V: GOALS AND TACTICAL ACTIONS
Goal 1. Infrastructure
- Re-establish the board to full time elected members
- Re-establish the financial access and accounts
- Re-establish membership lists and labeling capacity
Goal 2. Publications
- Re-establish communications with membership
- Re-establish the membership database for labeling
Goal 3. Membership
- Re-establish the enrichment of members through professional and social events
- Increase individual membership and increase interests by reactivation of activities
- Promote and encourage chapters within the region
Goal 4. Academic
- Provide means for academic activities to flourish
- Re-establish student scholarships
- Sponsor booths at student chapter seminars
Goal 5. Technical/Information Dissemination
- Establish a web page for local regional activities and information
- Organize technical sessions and guest paper presentations
Goal 6. Other Functions
- Build treasury through fund-raising events
- Re-develop the NCR bylaws to represent newer regional needs
- Announce through the chapters’ calendar, campaigns, e-mail, word of mouth, mailings, sustaining member company newsletters the re-establishment of NCR and all its program.
